The BIOS is not part of Windows. It's the Basic Input Output System that controls the startup of the computer, including loading Windows. The way you get into it varies from system to system, but it involves pushing a certain key as the computer is first starting up. It should tell you on the screen what that key is- something like "Press F1 to enter setup."

usually it's push f2 just prior to the windows splash screen during boot up.
