There are countless reasons why birds scream. The first thing to do is figure out why the bird is screaming. Sometimes it's an outside source such as the TV or radio that causes the bird to yell. In these cases, simply turn off the device or move the bird into a room that doesn't have these devices.
The most common reason for screaming is that the bird wants attention or wants out of its cage. It does take patience and sometimes earplugs, but your bird WILL learn to be quiet. When the bird screams, don't cover the cage. This will just cause the bird to make noise at night when the cage is covered. First, look away and don't pay attention to the bird. If the bird continues to yell, turn off the TV, radio, etc., turn off the lights and leave the room. Don't look at the bird at all while doing this. Don't come back into the room until the bird has been quiet for a full 10 minutes; no less! This may take up to an hour! If you can't leave the room, just shut off all electronic devices that make noise, turn off the lights and keep your back turned from the bird. Then come back into the room and give the bird plenty of attention and praise. The bird will quickly learn other ways to get your attention such as talking or ringing a bell.

You need to give more info, is it in pain, not happy, tired, trying to get your attention? You can't just say it won't shut up. Birds are very vocal regardless. you have to look at all the factors before you decide. Also NEVER give a bird or any other animal food to quiet them down. It is just an invitation for them to keep doing it so they can get food out of you again. They catch on quickly!

You can put it outside for a while and it chirp all it wants to then it will start to get tired and shut up. then you take it inside and let it out of its cage and then just hold it for awile and it will start to get sleepy again.

If it is in a cage than put a cover on top and it will think it is bed time.I have a cockatiel that whistles all the time,unless i cover her up.

You let him talk all he wants...or put him in another room...or cover his cage like your susposed to do every night...they get cold at night.

Duct tape his mouth shut. Just make sure you don't cover up his nostrils, or you'll have a dead bird on your hands.
