what should i do? Is this something that's normal, or should I be concerned that something else is going on?

As a parent one has to be concerned and get to the bottom of it by asking a lot of questions and explaining that her body is something private that no one including herself should ever touch inappropriately, I hope that helps.

Let her know that it is not acceptable but don't make to big a deal out of it. It is NOT acceptable but it IS normal. I used to see my boys (now 14,8 and 5) with their hand down their pants or touching themselves and would quietly tell them that what they were doing was private and if they wanted to continue they needed to go to their room.

Tell her that is private thing to do and has to be done in a private place such as her room.

she is just a kid...teach her the way you feel is right and don't stress about it...
