I know this question sounds dumb or you just want to answer it by saying "By getting bigger muscles" but what I mean is when I walk around non-flexing I look pretty skinny but if i flex my muscles really show that I have been working out, So how can I tone them up i guess to make them look muscular without having to flex all the time?

I have a dumb answer for you, but you might laugh at it,
draw with a pencil outlining your muscles.

Really, I don't know, just keep working out and they will in time define them self.

Exercise, of course, is the simplest answer. Work on calf raises (hold free weights in each hand and do stand up on your tip toes, do about 30 reps and then repeat). For added toning, you can turn your toes out to work the inner calves or turn them in to work the outer calves. Resistance training and weight training can help build stronger chest, back, bicep, tricep, forearm and leg muscles. Do some core training to work your abs.

Above all, if you have a layer of fat covering your muscles, they're not going to appear as defined. So you need to focus on cutting your percent body fat, not weight. Top male athletes are around 10% body fat. Some as low as 4%, but that's not recommended for everyone. Try to set a goal of around 12-15% body fat. The lower the body fat, the more your muscles are going to appear.

One last thing: If you want to build bulk, choose a weight where you can only do about 8-10 reps. If you want to build lean muscle (no bulk), choose a lighter weight that allows you to do only 12-15 reps. The most important thing is to work the muscle to failure, so pick the right weight to get the job done. Best of luck!

tanning really defines your muscles. you dont have to fake n bake, you can use a tanning lotion/spray tan or those new self tanners added into the moisturizing lotions like jergens. (I dont know if you think that's too "feminine" but if you're concerned about being defined and muscular, I doubt you're self conscious about doing other metro things).

Also, when weight training, use heavier weights for less reps. You should barely be able to do the last two reps before having to drop the weights.

Triceps are what makes your arms look huge. Do Tri-dips or tricep workouts in general and that will make your arms like musclar and very nice.

Do a lot more repetitions with lower weight when you are working out. That's how you get that ripped look.

wear a tighther shirt. You will look like a homo, but you probably already have small man syndrome so it won't matter to you anyway
