What I mean is, if a person gets a new IP address for their home computer, will the old one still be traked down to them?

I am not sure why this question is in the police forum but if you are asking in relation to an investigation then yes they can find out.
If the police were to investigate something computer or Internet related they can subpoena all records from your Internet provider and in turn determine your different IP addresses over that time that you used. They can also review your computer itself and come up with that information as well as additional intelligence information. So the answer is YES they can track down that information if need be.

flafuncop is correct. Your ISP keeps logs of this information for a specified time period. After that time period, the information gets deleted.

If you're going to try anything stupid, at least use a proxy server that deletes its usage logs at the end of each day.
