Actually it used to be a toss up between Falcon and Alienware.
But Dell has purchased Alienware so it no longer exsists leaving Falcon as the TOP PC maker and are expensive , but you pay for what you get.
For value of money and because of the fact the Dell have purchase alienware I would chose Dell I have a great dell XPS version .. nice gaming Machine.
Check out Falcons web site.

Just about all PC manufactures build their machines using parts that they buy from the "Cheapest" sources. Dell, Sony, E-Machines, etc, are all about the same.
The best PC that you can get your hands on is one that you have built yourself. I have not owned a name brand computer in many years, but, I do repair allot of them. I would say that in my experience as a computer tech/repair person, 8 or 9 out of every 10 machines that I fix are name brand computers.
So I would say in picking an off the shelf machine, looks is just about as good of a cryteria as any.

There's no such thing really. So called PC makers buy hundreds of components from a large variety of manufacturers and put them together to make a PC bundle.
Those PC bundles are then tested for compatibility issues and then sold to the public.

There isnt one that is the 'best'.
What you can do though is match up machines from all the manufacturers against your list of requirement - the one that ticks the most boxes is the 'best'. A lot will depend on the budget you have and what you want to use the machine for - horses for courses as they say !
Happy hunting !
