It may produce a very tiny EMP, but nothing that would affect electronics devices more than a few feet (1 meter) away.

A transformer is an electromagnetic device, over the course of normal operation it generates a magnetic field, so under normal conditions it produce a static electromagnetic pulse. when transformer on pole overloads the circuit is broken and they just stop working.

What is EMP? you mean EMF which is voltage. there is nothing in a transformer to explode...the currents are too low. it will just give off a little smoke and melt.
