I think you're right that you want "sollen"--it's "mussen" that's "must". But I believe "sollte" is past tense, "should have". And "Deutsche" is a noun here, so it should be capitalized.
Ich soll so oft wie möglich mit dir Deutsch sprechen.
Might be "zu sprechen" and also I never get the order right so I'll just assume you did.

Generally I'd say the sentence is grammatically correct. Nice work with the translation of should as sollte!
However you could slightly change the word order:
Ich sollte so oft wie möglich Deutsch mit Dir sprechen.
In your sentence the stress is on the German, in my one the stress could be on with you and/or German. But this doesn't have any grammatical consequences. The choice of word order really just depends on your personal taste.

Another way to put it would be
Ich sollte so oft wie möglich Deutsch mit dir sprechen.
or
Ich sollte wirklich (eigentlich) so oft wie möglich mit dir Deutsch sprechen.
But all that are really minor variations.
zu sprechen as someone meant is not right - you don't say "I should to speak German..... " either

I would say it exactly as you wrote it there sounds perfect to me. If you feel that it is really important to you, that you do that (the speaking German) Than you could ad the word "wirklich"
Ich sollte wirklich so oft wie moeglich..... Muesste instead of sollte is also good.

no. solte means to must or have to (a command you need to obey) in this case, to reflect should you should use the verb müssen. which also means must, but portrais a necesity or desire.
