Some artists do have problems doing such small detail, imagine taking a ball point pen and trying to replicate the detail yourself. Thats the guide i have always been given for detail, if you cant draw the design yourself in the size you want, its gonna be hard for the artist, the ink lines can only be so thin, and things can only be so close together before being the same line. Some artists can do some pretty good renditions, making it look like the detail is there, even if its not. Ask your chosen artist, they will be able to tell you what they can and cant do.

Yes and no. The detail on an actual bill is very, very fine, and there isn't really any way to recreate it perfectly.
But you can get a VERY convincing model.
So, if you want every last detail, you'll have to make it bigger. But you can get pretty damn close at actual size, if you go to a talented artist.

It is possible, but it will most probably look like a bunch of mush over time... The one Kat did was enlarged and simplified so it would look good over time....
You need a REALLY good artist to figure it out/ simplify it to pull this off... a tat is for life so you want to get the best that you can afford.
For things with detail like that I usually suggest a temp. tat...

yea there is someone out there. iv seen a dollar bill done, it looked like poo but it was the artist that couldnt do it. look at the artist portfolio and see if they can do great detail on a small item. its going to cost some good $$$$ to get it done

Detail like that is possible, but also quite costly. I'd ask around and research some online and whatnot to find some good artists.

there are very few artists who could do a tattoo like that and have it look good and i guarantee over time the tattoo would age like all tattoos do and it would not look good. it isn't necessary to get it huge like you described seeing them. kat von d did one that was larger than a real bill but not huge. maybe ten inches by four inches or something like that.

Yes it is possible. Whatever you tell the tattooer what to do they will try to do as best as they can. My friend got a dollar bill on her leg actual size too,it came out pretty nice.

talk to local tattoo artists - if you find a good one, they may be able to do the fine details etc. tricky but technically do-able
