owners only understand that the building can stand on its own
that the engineer who construct it is also responsible
that 99 % of the building is safe for a time that
that whenever there is an earthquake damages, insurance is justified
that when big fire will occur, investigation will focus on where the fire started.
If it is a typhoon that destroyed the building, other houses also are destroyed. . I t is just natural

Another reason...

Decades, even centuries of experience with certain methods and materials have proven themselves to withstand the elements (weather, etc,) and normal structural loads. As long as these methods are followed and materials used, there is no reason to believe that "this time" something will go wrong and a building will fail.

They believe the marginal benefit of additional information will not be worth the marginal cost to acquire that information.
