It's a reserved word. It either does or used to mean something special to Windows. Others include:

NUL, COM, AUX, COM2, COM3, COM4, CON, LPT, PRN, LPT2, LPT3, and CLOCK$.

Each of these has some special meaning or had some special meaning at some point during the development of Windows over the past 20+ years.

You can, actually, but you have to trick Windows into not recognizing "con" as a DOS reserved word.

When you name the new folder, after typing CON and before pressing , hold down the ALT key and type the number 255.

Billy doesnt like you thats why!

No acctually I dont know the reason, its funny i tried it and couldnt. Silly microsoft people.

Its probably reserved so people cant accidently make a con folder in the windows directory and screw somthing up.

Name it somthing else!

It's an old reserved name from the DOS days. Stands for "Console".
