Is god fair? yes to both of your scenarios.
HOWEVER, my definition of fair means that EVERYTHING is taken into consideration when the blessings are handed out, and god's version of a blessing as it fits into the grand scheme of things could very well seem a curse for some people.
But then, those are the people who think that prayer is only a means to make their life as they think it should be. They forget that in praying to god, he's going to give out things according to how HE sees their lives should be.
Blessings are a *****, ain't they?
Remember, you get what you wish for - just not always the way you envisioned it.

There is no way, that is more Fair, than God's way, he warns all of the consequences of sin and disobedience, and tells all how they can benefit in many rich ways by listening to what he says, he gives everyone freedom of choice, and he richly rewards those that listen to his words, how much fairer could he be? every person living can share in the blessings he gives, even the dead he will resurrect to give them also that did not know him a chance for a happy life! hje has thought of every angle for he wants all his creation to live in perfect happines he is a happpy God(1Timothy1:9-12)and he wants everyone to be happy to that is why he tells us in his Word the Bible how we can have true happiness, fdor happiness is available to all, everyone can gain the true happinessif they want it, they just have to learn how to get it, that is fairer than just fair.God gives blessings to both sinner still sin every day, but they repented and changed their ways.Yes definatelly God is fair otherwise I would not have had a chance.

Fairness is a concept of humans, not nature. Blessings are good things that happen in your life, but they don't get there either through being good or not being good. That idea is made up.

He DOES give blessings to both sinner and believers in order to show them His kindness.
He also treats His children with special blessings.....as any good father on earth would do in his own family.

Depends on who you ask.
Though I think that if there was a god he is NOT fair.
After all why should someone like Ted Bundy a serial killer get into heaven simply by asking god forgiveness and yet certain Christians with a big smile on their face say that Atheists will go to hell despite the fact that they committed no crime.
Or how "god" allows someone who is innocent to die in a car accident and yet lets a criminal survive a head on trollish with a truck after evading the police in a hot pursuit.
Kind of makes you think it god is real and if so, how can he be "fair"

God is absolutly fair in everything He does.. and he does not give the same blessings to non believers as he does to believers..

it would be unfair to only bless believers because that would be bribing people to be good. he gives everyone a place on earth and access to his word and then we see what they do with it.
i would also like to point out that everybody sins, except for Jesus. Sinners and believers are not two different groups.

Would you call you boss fair if he gave a paycheck and a bonus to everyone no matter if they came to work and slept all day or they worked their tails off? Or if he only did this for those worked their tails off?
If God was truly fair we would ALL spend eternity in Hell but HE loves us so much that HE could not stand that. So HE made a way for those of us who would accept it to spend eternity with Him.

You do NOT want God to be fair.
If God was fair He would have never sent His Son to die in your place.
If God was fair He would toast us all without exception.
The wonder of it is that He saves anyone at all.
