Yes, you did the right thing. I don't understand what the big issue with asking someone to be in the wedding. It's either yes or no. I know that being in a wedding is a costly expense, but money shouldn't be an object if your friend is getting married. What matters is being there for your friend. If a friend asked me to be in their wedding, I would say yes immediately. What's there to think about? Your friend want you their for her special day.
You made the right choice. She doesn't want to be in the wedding.

If you've already asked someone else you need to tell that original person that you asked someone else because she never responded to your question. She will probably get mad but you can just tell her that you kept waiting for an answer and you have to plan the wedding it was vital to know if she accepted or not and you took her silence as a way of decline. If she still wants to be in the wedding see if you can squeeze her in as a bridesmaid.

I would say yes, it is safe to say to ask someone else.
2 months is plenty of time of communication and to say a yes or a no. Especially getting so close to the wedding date.

How did you ask her? If you asked via email or left her a message on her answering machine, and she hasn't replied, maybe she never got your email or voice mail. If you asked her in person and she said she'd think about it, have you tried asking again? I assume you asked a few times to get an answer. I would tell her you're asking someone else just in case, but I think it's fine that you've asked someone else if you've exhausted all options of getting in touch with her.
