My wife was teaching in a private college till January 2007. In November she applied for a passport. When we inquired with the passport office Jaipur in May 2007, we were told that she requires an NOC. However, this link -https://passport.gov.in/pms/InstructionsForm1.htm , mentions that NOC is required only for persons working in central/state government or Public undertakings.
I have few questions now:
1. Where can we file a complaint against the passport officer as he is not ready to accept that NOC is NOT required for private college teachers?
2. How can we get her passport?

You are absolutely right that NOC is required for the person working in central/state government or undertaking. But in your case your wife is employed in a private job in a private college, but the passport officer is not ready to accept this fact & insist for NOC from her too. My advice if you want her passport without any further delay let her get a NOC from the college Principal with regards to this duly signed & stamped & attach it with the passport application form. If you want to go legally & challenge this order of the passport officer in the court then wait for 2 to 3 years more for getting this passport, same fate you will meet if you try out this with higher authorities in the department regarding this order of the passport officer. Why these state passport officers behave like this? I cannot reply to this. My own son in law faced a similar problem when he had to get the name of my daughter added in his passport, he had given the attested copy of the marriage certificate along the application for such amendment to the Julandhar passport officer who insisted for the copy of my daughter’s passport , when my son in law asked the passport officer that there is no such condition that a wife should also hold a passport & a copy of same should be attached on this objection passport officer refused point blank to do the necessary amendments till we gave the copy of my daughters passport & the amendment was done then & there itself immediately. In the similar case when my daughter went to the Delhi passport office to get her husbands name added in her passport the passport officer did not ask for the copy of the passport of my son in law & the amendment were carried out on the basis of marriage certificate only. Now tell me for same work different way/rules of working at different places in India. This is called the great Bureaucracy of India. So do as I told you & get the passport of your wife without further delay. Now don't tell me this is utterly wrong, tell this to the political candidates who comes your door steps during next general elections as these idiots only become the super heads of these foolish civil/public servants with whom you deal.

Hi Mr linlyons, Do most universities teach bad science? No, of course not. However, and ironically some (not all but some) “green tech” programs do not necessitates chemestry as pre requisite. Seriously. Does any kind of university education incline one to think that global warming is a problem? Well, hot issues are always a cool thing and just like “political correctness 101” it is an inherent part of campus curriculum right next to beer juggling weekend, raves parties & boycott Ugg boots pressure petitions :( I think that people are on the panic mode, all the hurry to jump the gun and impose hasty transition at all cost, during a time when global economy still relies much on fossil fuel. _____________ I gave jim z and FGr TU
