We are responsible for our own behaviors, prayer or not.
Nobody gets everything they want. That's life.
I used to be Catholic before I became an atheist, but I never felt that I received an answer from a god. If there is one, it does not intervene in the problems of our species.
Since we often have the ability to improve our own situation, why not do that, instead of prayer? At least you have a fighting chance.
Ex: Guy A works as a street sweeper, wants a better life, and buys a lottery ticket, hoping to strike it rich. He does nothing else but hold this ticket and pray for the winning numbers.
Guy B is also a street sweeper, wants a better life, but forgoes the lottery ticket. Instead, he sets a goal, a better job. He gets a degree part-time, saves money, researches the marketplace, and tries to get employment with a better company.
Who is more likely to improve his life?

Oh my....there is so much you haven't shared, ok, here goes....maybe something in what I say will "click" with you and you will understand...
Depending on where you live, and the skills your sister has, or whether she has a good record at her current job and not prone to lateness, her child's age and whom is caring for child while she is at work, whether she has a vehicle, etc.,...and, whether she is willing to relocate or to take a job which has a lower payrate than she has until the probation period is over and she can begin getting raises...which, my own daughter had had to do and within a year she was already making more money then her previous job...and, even though the raises are small, it DOES add up...benefits too must be looked at...she may take a job at a lower scale yet not have to pay as much in insurance or she may be at a job that gives bonuses once or twice a year that when added up, makes up for the pay scale....
When God opens doors of opportunity to us, it is up to us to take the step and look at the big picture rather than the short sighted one....
There's also the possibility that God wants your sister (or even you, in your case) to get more training or education in an area He knows is something either of you would be happy doing.... which is just as important as having a good wage, because, when you LIKE what you are doing, you will KEEP a job longer and opportunities of advancement could happen in time.
Prayers are answered in so many unexpected ways that it's hard to say what you should be "aware" of....also, God often uses other people to make a prayer be answered, too...
Many is the time that opportunities arise and we dismiss them without a second thought and only later we think to ourselves "why didn't we check it out!?"
Ok, there is also the matter of how and what you pray for... do you have unforgiveness in your heart for someone? The Bible says that if we do, we are to take care of that matter first THEN go pray.....for, unforgiveness can be a wall between you and God and you are unable to be blessed while you hang onto it. (unforgiveness)
Jesus also said that when we pray, we are to believe and thank the Lord for His answer even before we SEE an answer.

Seek ye first the Kingdom of God and all these things will be added: Prayer and Faith I believe work hand in hand. You have prayed, but did you do the work. Do you have the patience to wait for the answer or do you take matters into your own hands? Do you attend a church service? Has the relative you speak of done anything to increase her knowledge to obtain another job. You can pray for her, but unless she has the faith to do the work required to get a better paying job she will not get it. All things come through prayer and fasting. I believe because He has answered my prayers the answers may not always be the one I want, but He does answer. Take a look around you and began to count your blessing you will see no doubt that possible your prayers have been and are being answered. God bless you. Keep the faith.

Even though I personally don't believe in God - if you just sit there and pray, then nothing is ever going to happen!
Life is about doing what you can with the tools and skills you have available - any Divine Intervention you might receive is only meant to be a bonus...
Your relative never got a better job because she didn't bother to spend the time looking for something better. She fell back on praying for it to happen - and for more money to "magically" appear at the same time...
After all - you can't win the lottery if you never buy a ticket (even if you have the winning numbers sitting right in front of you!) ;););)

There are many misconceptions about prayer, some of them are visible in the responses to this very question. Although there are several enlightened answers to your question already, I'd like to share something that many people forget or leave out of how God works through prayer. God is working through US to answer our prayers. He even works through people who do not believe in Him. God does not manipulate people, people manipulate people. God draws us using our conscience to help each other.
Like the Our Father prayer says, 'give us this day our daily bread.' This daily bread is not just a meal, it is everything we need and some of this comes directly from God and the rest is provided to us through another person that is guided by God.
God provides us the things that only He can provide: grace, mercy, peace, strength, wisdom, etc. and the material provisions come from His creation, US. We need to remember that we are the 'daily bread' for someone else also and be open to the Spirit that moves us.
So why does God not answer our prayer sometimes even when we pray faithfully? Because someone is not allowing God to work through them to answer your prayer. Be patient and faithfull, this is a time to grow not despair. You may be the answer to the very prayer you are praying, God does his part and we do ours.

God doesnt give an answer right away, and he wont answer your prayers if you pray for materialistic things like jobs and money. my whole life i have been praying and he always answers me prayers, you cant just pray out of no where and expect him to give you everything you want, you have to believe in him, read the bible, etc. God is not your personal slave. Also if you pray only one time just one time, nothings going to happen, its like using God.

God knows us better than we know ourselves.
When we pray to God he ALWAYS answers our prayers, but it might not be the answer we want, however it IS the answer we need.
God has promised to ALWAYS give us what we need, not what we want.
God knows better and everything he is doing is for the good. It may take a while to see the good, but its there.

Some times when we pray for something it might not be what is right for us right now, or not the best thing. Try prying like this. God, my friend is in need of your help. You know her situation better than I do. So I ask that You touch her life and lead her in the way you would have her to go. I pray, not my will but thy will be done. It may not be what you expect, but it will meet her needs.

my idea of God is probably different to most (personally I think its a group of beings that work as a team, I call God 'Them') anyway, I speak to Them everynight and say thanks for everything, even if its cos the bus was on time, then if I have anything to ask I do and If I should get it/dererve it then I always do. I doint ask for selfish stuff or money etc just stuff to help me learn.
I also believe in karma, so that might have something to do with it. At the same time we are all in control of our fate and have to learn from the hand in which we are dealt, if we dont the same thing will happen over and over again, I think maybe there is a lesson to this for you relative, she needs to do somethging different.
Everything that happens, good or bad, happens for a reason even though we might not se ethe reason for a very long time!

First of all, please don't let Godless people confuse you. God loves you and of course He cares about you, and about what it is you pray for others. I do want to ask if you are a believer in Jesus Christ? People ask these questions often, but the bible tells us it is only because of the sacrifice of Jesus on the cross, that we can petition God in prayer for anything.
If you are, the only counsel I have to give is, never give up. If you understand who God is and about His character, you can know that He is perfect in every way. That means, if you are praying about something and not seeing the specific result you are praying for, God is doing something else that you may not understand.
Please don't think He doesn't hear. He does. Trust in His perfect will and keep praying. He will never let you down.
