I'm not sure whether they did it before Sir Hiram Maxim or shortly afterward, but John M. Browning and his brother figured a way to convert a Model 1873 Winchester in .44-40 WCF into a gas-operated full-automatic rifle.
They fitted a hinged washer with an opening just a smidgen bigger than .429" diameter. On the opposited side of the hinge, the washer was connected to an operating rod that was linked to the finger lever, which had been spring loaded.
On firing, the bullet passed through the washer opening, and the powder gases pushed the washer forward, which actuated the operating lever to work the action, extracting the fired cartridge. The spring then pulled the finger lever back into position and chambered another round, a studd added to the inside of the triger guard tripped the trigger, firing the rifle and setting the operation in motion again.
Not practical, but a fun devise.

That dubious honor would almost certainly go to Richard Gatling (who invented the Gatling gun, a crank operated, rapid fire 'heavy' machine gun) or Maxin or John Browning who worked on the development of the machine gun. John Blish patented a lock which became instrumental in the developement of the Thompson Submachine gun developed and produced by General John T. Thompson (the Thompson Submachine gun ) after WWI.
The first machinguns were considered so deadly that a ban was considered on them for use in combat as 'inhuman.'

The Gatling gun was first although not a true machine gun. The Maxim Gun was the first true machine gun.

I think that it was a gentleman named Gatling , as i the Gatling Gun,wade infamous in the late 1800's
