Being "fat" or muscular is a function of the percentage bodyfat. There are many people with high BMI's who are very lean. Here is an article about measuring body composition.

If someone has a high percentage body fat, it becomes a problem when it starts to adversely affect the person's health or mobility.

someone who has more than 25% body fat is considered overweight.
measuring BMI you cant tell anything - usually skinny people who never work out have higher body fat percentage than somebody who weights a lot more bur works out 5 days a week and has a lot of lean muscle.

I consider someone 'fat' if they have a high body fat percentage. Just because someone looks thick, it doesn't mean they are overfat. And just because someone looks thin, it doesn't mean they can't be carrying too much body fat.

if you are 155cm tall you should be 105bl to consider thin,115bl consider as medium more than that consider as fat.
