What strategies (who do they lobby, give money to, etc.) do they use to form a supportive majority in Congress?

The only thing I know for fact was that cigarette companies used to send free cartons and cases of smokes to lobbyists, anything else would be speculation.

Ability to mobilize letter writing campaigns, put out "Info ads".
