All right, I work half time as a vet.
If they are less than 4 weeks old, then get a warm soft cloth that is a it damp, enough to assimilate your dog's tongue. You could get them similar to your dog's tongue by getting into a sauna with the cloth and being there for around 5 to 10 minutes.
Then with this cloth, you gently start cleaning your puppy with it. Go with the hair, if the puppy's fur is growing down, then go from top to bottom. If there's a little swirl in the fur, then follow the hair. Go with the flow and don't clean them going opposite. For example if the fur is growing down, then don't clean them going up.
You should clean them this way once a day, for 5 minutes. Remember, mommy used to take a lot of time bathing you.
You should clean the puppy's privates every time they go to do potty, and I'm not meaning going to pee.
Cleaning them every time after they go potty will help avoid future problems with their (I know this will sound disgusting, but still, I can't explain it any other way) anal glands.
Other thing, is your dog a first- time mother? How old is she if she is a first. time mother? She should be a bit over 3 years old, because remember that 1 human year = 7 dog years.
So if she's less than 3 that would explain a lot. Imagine your self having a baby at 14 years old!!!
She should be around 3 and a half years old to be a succesful mother, the most recommendable age would be 4 years old, due to the motherly insitincts being more present in the female dog.

You need to take warm dry towel and clean the membrane off of the puppies. The mother might be a little overwhelmed with this large litter, especially if this is her first litter. Stimulate the puppies by rubbing them to ensure that they are breathing. After you make sure that they are all clean and breathing, you came help them nurse by introducing them to the mother's nipples.

She just may need some coaxing to get used to licking the puppies. If she doesn't bathe them though, just keep up on the washcloth if you notice the pups are getting smelly/dirty. As long as she is feeding them, that's better than nothing at all.

You only need to clean them once. Help the Mother by placing each pup near her mouth. Point your finger and tell her to give the baby kisses. Keep insisting she mothers those pups. Sometimes females need to be coaxed into motherhood. You may need to be the surrogate Mother and help Mommy out every step of the way. Call the vet they may want to give you some formula and bottles to help with the pups feedings. remember to be patient with Mom and Pups.

no my God no, do not RUB them at all. you will make them extremely sore.
it is the water that stimulates them to go - have the wash cloth dripping with warm water & squeeze the washcloth. touch them very gently with the edge of the material while the water is running over them

Just pick them up and rub and you will also stimulate them and then give them to momma. I bet the mom will start to clean them soon.She is just tired and needs some time to rest.

you need to do this at least every half hour or hour, this is just until you notice them defecating and urinating on their own.
