Yes cops can arrest at anytime. They are always on duty 24/7. Cops can carry guns with their identification anywhere in the United States after the President signed the bill after 9/11.

Absoulutely, In the United States and in most jurisdictions the cops are permitted and in some areas required to carry guns off duty. Cops also are cops twenty four hours a day meaning they can arrest someone while they are in their underwear if they see the need.

There is also a US law called HR 218 which gives officers the right to carry a weapon in any state in the country off-duty (except in federal buildings) provided the officer is carrying proper credentials to identify themselves.

Absolutely. Almost like a citizens arrest. I've heard lots of stories in the news where off duties were carrying guns and able to repremend offenders, but they would usually wait for other officers to show up to take them to jail and stuff. some states allow conceled weapons permits, so even citizens can carry guns.

Yes, they carry their gun off duty, and are still a police officer when not at work. They are required to enforce the law at all times. They must arrest felons, but not usually misdemeanors that they see.

All citizens can arrest - it is called "citizens arrest." I dont know if a cop has to declare "citizens" arrest or if they can just somehow reactivate duty.

As for guns, many states have conceal-and-carry gun laws. I dont doubt many cops can, but its a state-by-state issue. Not sure on that one..

They can do both, and thank goodness for that...its one of the very few times you will get a government employee to do ANY off duty and after hours work.
