You can not get it for free as it is a bought program, however there are many free options that are slightly different but still do the same things.
GIMP is probably the most popular (but also is complicated, but if you take the time to figure it out it can do most of what photoshop can do)
Also there is Pixia, however I don't know that much about that...
Photofiltre too...

There is no such thing as Corel Photoshop. Adobe makes Photoshop. Corel has PhotoPaint and Paint Shop Pro. Neither is free, so the only way you'll get them for free is to pirate them, and asking for that will get you booted from Yahoo! so fast your head will spin. (and so will any one answering "get it from ____ illegally")
Get GIMP instead. Just enter that into the search box and download the Windows binaries. That is free, really.
