why is my utorrent slow?

i done a speed test and i got13169kbs for downloads and 247kbs for uploads and i just want to know why utorrent only uploads at 30kbs
is it becase of how i setup u torrent or is it a setting on my windows that is wrong
plzzzz help

because the feds are looking at all the data that goes through utorrent. if i were u i would stop using utorrent n delete all the stuf u go from using it. but they prbly already know u were using it
