How long ago did he say he liked you? And did he say he liked you as a friend friend or a girl friend? A lot of people say they like each other and then nothing happens. Don't worry about it... I'm sure there are a lot of guys standing in line waiting to tell you they like you too! Good Luck...

Let him go. I was in the exact situation as you, except that he like me and had a girlfriend throughout the whole time he was expressing interest in me. I dropped him and cut off all contact as soon as I discovered it. He's not worth your time.
