Can you help me with this? This problem started when I added a new program.

Hi" It never emptied the bin. I would do that manually.

Hi:
I did not install CCeditor or related software. It was "Nero" for cd/dvd burning.

That doesn't realy sound like a problem, if you have trash in your bin it sounds like it's automaticly cleaning it for you.

Did you install CCleaner and set it to automatically clean when the computer is started? If so.
CCleaner
http://www.ccleaner.com/
Open CCleaner > Options > settings > uncheck run when computer starts
Or let it run when computer starts and
Open CCleaner > Cleaner > Windows Tab > System > uncheck "empty recycle bin"
