In Europe, many people are much more 'touchy-feely' than in America. It's a cultural difference. In America we tend to feel resentful or invaded by uninvited touch, whereas in Europe they are much more open about that sort of thing.
Perhaps the 'touchy' person you're thinking of was raised in a European home, or by a family of European descent who carried this particular habit with them. Or it may have nothing to do with Europe and simply be a reflection of the home in which they were raised.
Chances are, the person doing the touching is just trying to find another avenue of communication with you, or perhaps they are trying to emphasize a point. They're probably not trying to give offense, but if it bothers you, just politely let them know that you're not used to being touched and would rather they didn't do that. If that doesn't work, you can also find ways to create space between you and the other person to send non-verbal signals of 'no touchy'. Try placing objects or furniture between you and the other person.

I think sometimes they may lack verbal expression so they become touchy to get their points across. Someone also once told me that people tend to do what they want done to them.

It's a cultural thing, denoting intimacy.
They just want to get your attention.
Others wave their hands around a lot.
If it's a problem for you, tell them.
Say "Sorry, but I'm not comfortable,
with your touching me all the time."

They have cultivated a bad habit. Maybe they want to make sure the person is listening to them or they feel especially close to the person they are talking to.

It's just a way of expressing themselves. Now if they touch you in the wrong places then I think you'd have to address that..

a guy who I met from work...tends to touch girls backs...like he will brush his hand by the burve on your back...I find it annoying and strange...but when I brought to his attention he told me he does it without knowing...also when people grab my hand when they are talking to me...it's just weird...unless its my boyfriend I don't people grabbing my hand
