Are the rear disc brake pads supposed to be smaller than the front disc brake pads from the factory?

Yes, rear pads and rotors are often smaller on almost all motor vehicles. Typically 60% or more of your braking power is in the front, on a motorcycle its closer to 70% in the front and only 30% in the rear. That's why some older vehicles still had drum brakes in the rear and disc in front. Luckily brake pads are relativitely cheap and not too difficult to replace yourself.
