Dude. Of course it is. "Like, dude!" is another fine example of a complete sentence. Here are some samples, utilized in all aspects, including the spiritual and the religious:
CATHOLICISM: "Dude!" - I see you comin' out of that light! Hey, waaaaasssssuuupppp. Gimme the sign of the cross, brotha. Hail, there, Mary. Full of grace as always, girlfriend.
SEVENTH DAY ADVENTIST: "Dude!" - Oh my goodness - is that Jesus I see through my telescope?? Whaddya mean you can't look? It's Satur...but I thought! Aw, hell." *Throws telescope down ravine and starts praying*
PROTESTANTISM: "Dude." - Seriously. Like, OMG, really. I just saw Jesus. Blond hair, blue eyes. That was one Anglican boy in the light. Swear to God.
RASTAFARIANISM: "Dude." (A warning) - No, I am not smoking the greenery at the moment. No, I didn't melt THAT much acid on my tongue today.
SPIRITUALISM: "Du-uuu-de." - Can you feel that? That light - all around us? What is it, man? Is that... is that the universal spirit spreading o'er us? Dude.
ASATRU: "Whoa, dude." - Now that is strange, huh? Could it have been... Thor? Dude. Grab your pentacle.
ATHEISM: "Du-uuude." I don't believe in that garbage. It's just the centrifugal force of energy coming from the lamp, man. Nothing more.
AGNOSTICISM: "Like, dude." The thing is we don't know. It must be God, right? I think. Maybe not. Who knows?
WICCAN: "Dude." - I know a candle spell that can reveal the light to us.
JUDAISM: "Dude!" - It's just the challah, man! That ain't light! My Mom uses this thick yellow dough, see?
BUDDHISM: "Ah. Dude." - The light is us. We are the light. If we sit quietly for a decade or so the light will reveal itself to us as who we are within and we will find nirvana.
HINDUISM: "Dude." - It's Devi. Devi is the light. The Great Mother has brought the light to us, and the light is Devi.

Yes, as an interjection. If you're with a friend and see him shoplift, and yell "Dude!" at him, it is a sentence because you have a direct object (the person being spoken to) and a command ("You are my friend but I highly disapprove of what you're doing.")
I don't know about religious/spiritual ramifications on this, but I suppose it can tie into ethics.

May also be accompanied by a sad shaking of the head, and walking away.
Religious/Spiritual ramifications: Can be used when fundies come a-preachin, to shut them up.

I am SO guilty of using that -even tho it sounds so dim.
To me Dude can mean
"are you kidding"
"no way"
"cool"
"way"
"all right"
I have yet to ponder the spiritual ramifications of "Dude" though so I cannot answer part 2 of your question

It can....depending on your inflection.
when someone does something very stupid - if you shake your head no and say Duuuuuude sadly - it implies ' Dude you are sooo dumb why did you do that?
Like wise if someone does something very cool you can shake your head yes and say the same thing and it means something totally different.
