Tell them dogs do not need to be baptized because they are dogs. And the toilet is not the right place to do it. You need special holy water. Then hide in your bedroom and laugh for a while.

Tell him that baptism is a very sacred thing and that we should not practice it, especially not with the dog. Also explain that dogs don't need to be baptized so he needs to stop.

offer him the tub instead and a toy, this is common for a child to mimic this, I have heard of children practicing this in a lake or pool at that age, encourage him but be firm that the toilet is not the place for this and if the dog is not cooperative, give him other toys to baptize, army men, plastic toys whatever fits, if he has a sister use one of her doll, etc
it is a good thing to help learn and express himself
