In Bulldogs, after setting the rose petal ears, how do you get the upper sections to come down and not stand?

Setting the ear?????? I have a rose eared breed and they just come that way, no human manipulation needed. It may be of note that while a pup is teething the ears may go up down every which way but loose and still settle fine later. If you have a dog with faulty "flyaway" ears you can get short period of correct ears for a pic or show by taping them for a while & taking the tape off (goo-gone) but I know of no long lasting fix.
