You have to be 15, except in Vermont, where you have to be 16.

Legal age for employment is set by the State or Country.
So places permit some workers at 16, but not 14.
I think they can appeal for exceptions, like child actors.
But there are very strict limitations on work hours.
You're better off trying self-employment opportunities:
Baby-sitting, Dog-walking, Car-washing, Grass-cutting, etc.
