Depends. Bear in mind that if you're in the sea, there is a lot of bacteria floating around and this is putting you at risk of certain infections. Also, you might want to consider the decency of having sex in a public place!
In a pool, fair enough. Not too sure about condoms in water though!

Yes- you permit (potentially) dirty water to penetrate your insides. (This will be worst for women rather then men).
If it's clean water (bath or pool) - I wouldn't worry so much, but you shouldn't at the beach, river or stream because live parasites can infiltrate your body. (Think of it as douching with dirty water- what do you think will happen)?
You also change the pH within your vagina and this could cause either infection or pregnancy.

I hope not either, it was one of the best things in life, in the bath, or the jacuzzi and even in the sea on holiday........god I remember those days so well
