Unfortunately, I can not get the link to work. From what I can gather from your question, it seems that some people claim to have been to Hell and come back. I do not believe it. Those who are condemned to Hell never return. If they had been to Hell then that means they would have been judged and once judged, there is no reprieve. That would contradict what the scripture tells us.

I finally got the link to work. The server was very slow.
I can not attest to who wrote this dramatic set of visions, but one part jumped out at me. It was from the first of these testimonals.
"had once accepted Jesus and knew the truth; but lived a double life."
According to what I understand of the teachings of the Bible, salvation can not be lost. Paul addresses this and explains that if salvation could be lost, then a person could be re-saved, and that would mean that the sacrifice of Christ would have to serve double and that would mean that it was insufficient the first time. That Christ would have to die more than once.
If the person in the vision had accepted Jesus, then they would not be in Hell since salvation can not be lost. That makes me question the entire thing altogether because if it was truly a vision from God, then there would be no error or contradiction in what the scripture teaches.

That being said, there can be no doubt that there will be millions and billions in Hell, as there are billions that do not believe.

John chapter 14

1 Let not your heart be troubled: ye believe in God, believe also in me.
2 In my Father's house are many mansions: if [it were] not [so], I would have told you. I go to prepare a place for you.
3 And if I go and prepare a place for you, I will come again, and receive you unto myself; that where I am, [there] ye may be also.
