'Just playing' and 'Just kidding' are excuses. Typically because they said something they feel is ungrounded/undefensible, often an attack on your or some one else's character.

For instance, if I said to you, "You're so stupid," and you started griefing me for it (understandably and justifiably) I might say, "Just kidding" to try to get off the hook.

So in general, people that often say "Just kidding" or "Just playing" are idiots to be avoided as jokes are easy to identify and aren't mean spirited.
