My neighbor has 7 or 8 dogs in the backyard of a tiny urban rowhouse. They bark at all hours of the day and night. Their excrement is covering the concrete in the backyard and is a health hazard as flies are now rampant. I've spoken with my landlord several times, and she's talked with the dog owner. There is still no resolution. What steps should I take next to either get the dog owner to properly care for these animals or have them taken away?

First of all..take action yourself..feed and water the dogs and keep a journal as you call the city's animal control department and in addition call the local animal shelter. It takes time for them to respond, so continue caring for them even if you have to trespass. I have even abducted poorly treated animals and never was punished for it. Once the authorities act then the problem will be in good hands...until then you are the only good hands available..If you love dogs then you will do what's necessary...I plead for you do do that at any cost!

Call the police. All cities have noise ordinances. After that, call the health department because excretement is a health hazard. After that, take the abuser to court. I went through the same problem with an ignorant neighbor and only when I went to court did I finally get some results. I always liked to be a good neighbor but sometimes it's impossible. Good luck.

contact your local animal shelters/ rescues tell them what is going on and ask if they could send someone down to check things out. they will most likely give the owner a warning about the proper way to care for his dogs and will come back to check on things or he might take some/ all of them away since it sounds like a very small area for all those dogs. good luck.

Call animal control for your county. It definitely sounds like he's not caring for the dogs. They will investigate and resolve the issue.

Call the local animal control -- they can confiscate the dogs if they document what is going on
