It is possible that these are fixed or variable , according to the construction.

The simplest is just an oscillator : either a capacitor and resistor , or a circuit with a ne 555 timer chip
The oscillator switches the electricity on and off at a given frequency

It is possible that the switching can be instant ( square wave) or increased in power until a peak is reached and then descends ( sinusoidal, saw tooth etc)

Signal generators can be very simple such as the single , audio note put in an audio device to check the circuit
Or very complex , such as those in an electric organ

Any device that will produce a stable, selectable frequency and voltage signal into an unknown load is a signal generator. The waveform may also be selectable (sine, square, triangle, pulse).
