If the C drive and the D drive are different physical drives, then that would cover most situations. Since the backup is still in the same physical computer, there still is a risk of data loss from a bad power surge or fire. If they are on the same physical drive, then the risk of data loss is much higher as a drive failure would most likely destroy the C and D drives.

Assuming something really bad doesn't happen, the answer would be yes.
The best answer would be to perform the backup to a CD/DVD ram. Then you'd have a backup.

Personally, I just always save my data files to a specific location on my hard disk, and I can always re-install the software that I have. That way, I can back up ONLY my data files, and not get the extra clutter associated with any application itself.

Without being described what D: is in your computer (Flash, internal HD, external, network share, or even just a partition) I cannot say, but based on my impression of you being a newbie to ask this question I would vote in an Unsafe.

Use ghost. Create an image of the current C: drive and save it to the D: drive. If the whole thing goes kablohey then you can restore form that image.
