Ask them to give you until Friday to decide, then on Friday let them know. You can't wait forever to see what else you might get but if you have another who said they will let you know this week you can ask for the time. Then call the other and let them know you are awaiting their decision because you have another you might be interested in. If you do have to allow them to out bid each other but don't push so much you lose both.

Spin it to a positive, tell them you need to think about it, that when you a make a decision its the right one and that once you decide they will have your 100% commitment. I would then ask them when do they need to know back from you. If they demand an answer right now, its most likely not the place you want to work. Most reasonable people understand career decisions cannot be made on the spot. If you are only planning to take the job until "a better offer comes along" you won't miss this job, it doesn't sound like you want to work there in the first place.

Even though an employer is offering you the job, they will certainly understand if you wanted something better. In some cases, an employer will match/better the offer you received from another company--that is, if you're very qualified and deemed highly valuable to them.
It is a courtesy to let the employer know immediately what you're plans are. They took time out to interview you then offer you the job, so it is polite to call them and speak to them about your plans. They may want to move on immediately and find another potential employee. Definitely don't hold them in limbo. They may also respect your decision and will be willing to put things on hold for a short period of time while you decide, but the chances of that are small.

How about: "Thank you for the offer. I'm thrilled and excited about joining your company. However, if you don't mind, I'd like to take two days to think it over."
It's OK to ask for a couple days to think it over, but don't string the employer along while you're waiting for the better offer to come through. Employers have all been job hunting before too; so you can't fool them, and if you do it, in the end, it'll make you look bad. Take a couple days and then make a decision.

Just politely say I thank you for this opporunity but I will need a little time to think about and give them a deadline. there is no easy way to say I need some time.
FYI In doing this just know while you're weighing your options they are too-so when/if you call and accept they may have found someone else that was ready!!
