Black tie means the men wear tuxedos and women wear evening gowns. Hats (usually top hats) are only worn by men for formal day weddings with morning coats. Women can wear hats at any kind of day wedding but they don't have to. Hats are not worn at evening weddings by men or women.

Parents are sent invitations only if they are not part of the planning process or if they're not close to the bride or groom. Siblings who live at different addresses as the bride and groom or parents of the bride and groom should be sent invitations but it is assumed that they will come so they should not be required to RSVP. The invitation is more like a keepsake to them than anything else.

Wearing a hat is a matter of preference for the women who attend. Yes, you do send invitations to the families of the bride and the groom. Why not just have a small informal wedding and then everyone would feel comfortable and have a good time! Unless you are blessed with gobs of money, why spend all that money on a BIG FANCY WEDDING when the newlyweds probably could use the extra money to get started!! As far as the dress for the wedding party, that is up to the preferrance of the bride & groom.

Traditional wedding invitations go out from the bride's parents. They would be sent to the groom's parents and siblings.

Black-tie, means bow tie. You can not wear a black tie and a top hat, top hat with cravat and tails. Mother of the bride always wears a hat.

Well, here's the thing; a black tie wedding is only held in the evening. Hats are worn in the daytime only, so that pretty much answers it.

You send all parents and siblings invitations.

I don't get your meaning about the hat...dress up has would be ok, baseball caps, no....

I would still send the invites to the parents because they will love to have it as a keepsake.
