I personally believe the Revived Roman Empire is the Anglo-Saxon rule of the world right now.
The iron is the Anglo-saxon the clay is the minority people and they don't mix.
Any ruler is a caesar so to speak,
Nothing else can fit this.

The clay is a representation of how the rulers are picked by the voting of a perverted and fickle society. Instead of a monarchy. Thus giving us weak rulers always busying themselves to satisfy, instead of leading, the people.
