It does nothing, but those people who followed the pope and think this man can do things for them or wrong. Giving blessing on material things are unholy, and all you can do is pray for them that they see the the God.

Ask instead what happens when the man who will become Pope faxes to ALL bishops that any bishop who reports a priest to the police for child abuse will be excommunicated.
