Well technically since pigeons are doves, the answer is yes.

Now, however, let's answer your question the way I believe you actually asked it. The problem with having a fantail pair sit and try to rear dove eggs (presumably you're talking about ringneck doves or some other smaller dove) is that the incubation times are different. Fantails take 18 days for their eggs to hatch and ringnecks hatch in about 14 days.

That means that the pigeon milk will be a bit sparse when the eggs hatch. If you can stretch the days a bit, it'd be better - e.g., put the fantails on pot eggs for a few days and then add the dove eggs about day 3 or 4 of the incubation cycle.

Also, dove young are smaller than pigeon young so some birds have trouble finding the kid's beak the first few days - but yes it's been done and yes I've done it in my loft with rollers as feeders.
