I like your question. Some men have bigger breast than women and by law they can go around without a shirt. I have often wondered what is the difference as both male and female look about the same. So by law I would say no the man would not get arrested, but do believe that men should not be allowed to go topless any more than women. Or women should be allowed to go topless if they so wish. This is one law I don't thank makes sense.

Its not fair when its super hot out and my man can walk around without a shirt, and I have to keep on my bra and get all boob-sweaty.

Um, well, see i've never seen that before. If you mean...looking like he has moobs (male boobs) then obviously not, although that is very distracting and irritating to look at, but if a MAN wants breast empants so that he looks like he actually has a woman's chest, then he may need a governmental warranty for that...
Oi, I'm a bit terrified now, but when this "man" was writing his warranty and forms for before he got the surgery, he had to have been talking to his doctor about what exactly this was for. What I mean to say is that, any man who were to get breast impants would most likely only get it if he were a homo/biosexual/cross dresser/transgender (the latter more likely) and had wanted to sort of "become" or "transform" into a female. In that case, it really all depends on his official governmental gender, by law. Now we are getting into a bit of a rather complicated territory lol, but if was a "woman" at birth who went about as a man and is now "correcting" "himself", then he would by law still be considered a woman and therefore, it would qualify as indecent exposure. If however, he was a MASCULINE at birth, and now is considering himself either a man or a woman, probablly not, but depending on his particular goal, like whether he wants a full sex change, or whether he is by law qualitfied as a true female, which might be biologically impossible at that stage, but if he was a hermaphredite at birth, then it really all depends on the situation. But anyways, in most case, - "EWW, NO!!"
Anyways, if this "man" was lying on the beach "topless" in just a "man's swimming trunks", then he may get called for security anyways for indecewnt exposure. It really all depends if he's down South or not, whether it's Spring Break (they're generally a bit more tolerant then)...jokes!!
You may want to ask you're doctor or local transgendered specializing government official in your riding for more details on the matter.

Indecent exposure is either something noone wants to see or everyone wants to see. Anything that doesnt cause a public stir will be fine, but this will :)
Its not written into the law but a police officer using his common sence will do this

I would say yes. It shouldn't matter whose body they're on more than the fact that they're breasts. If breasts on woman need to be covered, then I think they would be on men.
