It does happen. I've seen witnesses who were active for years suddenly start "partaking." Some stop after a while. The most recent one I can think of was counted as one for about two years, then he stopped. Others who aren't JWs at all or who are mentally ill occasional meeting attenders will come to the memorial and partake. The elders interview them to decide whether to count them or not. I know of a few in that category too. Even though it's supposed to be the evidence of the holy spirit with the individual, some don't get counted regardless.

Jehovah's Witnesses believe the bible to teach that miraculous visions ceased when the writing of the Christian Scriptures was completed. A Witness who chose to discuss an apparent "vision from Jehovah" with congregation elders would likely hear a recommendation that he consult with healthcare professionals.
Otherwise, a Jehovah's Witness who partakes of the emblems at the commemoration of the Last Supper is simply added to the statistics of those thousands who similarly do so around the globe. Those statistics have been openly reported for many decades, and for the last few years have been published on the official website of Jehovah's Witnesses.

To answer your question correctly I need you to understand that indeed it has happen that there have been an occasional individual that has done spiritual wrong and indeed lost that position of spiritual cleanness before Jehovah.
When that happens a new one does arise to take that persons place.
The actual physical numbers of those that partake each year have steadily decreased over the years. I believe that right now there are somewhere near 7500 still partaking and being recognized as members of the Anointed. Just a few years ago it was over 10000.
That a Witness would go to the Elders and claim to be of the Anointed in the numbers of anything like you suggest simply will not happen.
I have spoken to several of the Anointed and I asked them straight out, How do you know that you are of the Anointed?
I must say that the answer did not surprise me but it was the calm that overtook them when they spoke that assured me that indeed they were speaking the truth. Every single one said, "It is a feeling that is simply part of every fiber of my being. I just know. There is no explanation of the feeling."
I then began to understand the scriptures in Revelation 14:1-3
1 And I saw, and, look! the Lamb standing upon the Mount Zion, and with him a hundred and forty-four thousand having his name and the name of his Father written on their foreheads. 2 And I heard a sound out of heaven as the sound of many waters and as the sound of loud thunder; and the sound that I heard was as of singers who accompany themselves on the harp playing on their harps. 3 And they are singing as if a new song before the throne and before the four living creatures and the elders; and no one was able to master that song but the hundred and forty-four thousand, who have been bought from the earth."
The key words were "and no one was able to master that song"
Yes, several said it was as if a song was being sung by their innermost being.
Do I believe them to be telling the truth? Yes! There is absolutely no doubt in my mind that they are telling the truth.
You are saying to yourself "another brainwashed guy who has been suckered into that cult” Brainwashed -- not hardly. It took over thirty years to convince me before I got baptized.
I studied almost every other major religion, and sub-sects. I found that every single one with out exception drew material from ancient pagan beliefs in multiple gods and idol worship of one kind or another. This includes modern day Christendom. Every single one draws from many other different sources of pagan religious belief. I rejected them one at time, until I was left with but one choice. At 45 I got baptized.
If you would really like to understand the beliefs of Jehovah's Witnesses the website is listed below. The site has information in over 310 languages; plus information available in American Sign Language and brail.
If you were to look at the complete accomplishments of the organization known as Jehovah’s Witnesses you would realize that the preaching work being accomplished could only happen with such a wide spread completeness only with the help and guidance of Jehovah's active force, the holy spirit, and his Son Jesus Christ who now reigns as King in heaven and soon here on earth.
What about the rest of mankind? That will be answer if someone asks the right question.

I find it interesting to monitor their yearbook where they give the # of "anointed" who partake at their annual Lord's evening meal observance.
I think it is an indicator of their mind set.

How many JWs can prove they are decendants of one of the twelve tribes of Isreal?
What about vs 9?
1And after these things I saw four angels standing on the four corners of the earth, holding the four winds of the earth, that the wind should not blow on the earth, nor on the sea, nor on any tree.
2And I saw another angel ascending from the east, having the seal of the living God: and he cried with a loud voice to the four angels, to whom it was given to hurt the earth and the sea,
3Saying, Hurt not the earth, neither the sea, nor the trees, till we have sealed the servants of our God in their foreheads.
4And I heard the number of them which were sealed: and there were sealed an hundred and forty and four thousand of all the tribes of the children of Israel.
5Of the tribe of Juda were sealed twelve thousand. Of the tribe of Reuben were sealed twelve thousand. Of the tribe of Gad were sealed twelve thousand.
6Of the tribe of Aser were sealed twelve thousand. Of the tribe of Nephthalim were sealed twelve thousand. Of the tribe of Manasses were sealed twelve thousand.
7Of the tribe of Simeon were sealed twelve thousand. Of the tribe of Levi were sealed twelve thousand. Of the tribe of Issachar were sealed twelve thousand.
8Of the tribe of Zabulon were sealed twelve thousand. Of the tribe of Joseph were sealed twelve thousand. Of the tribe of Benjamin were sealed twelve thousand.
9After this I beheld, and, lo, a great multitude, which no man could number, of all nations, and kindreds, and people, and tongues, stood before the throne, and before the Lamb, clothed with white robes, and palms in their hands;
10And cried with a loud voice, saying, Salvation to our God which sitteth upon the throne, and unto the Lamb.
11And all the angels stood round about the throne, and about the elders and the four beasts, and fell before the throne on their faces, and worshipped God,
12Saying, Amen: Blessing, and glory, and wisdom, and thanksgiving, and honour, and power, and might, be unto our God for ever and ever. Amen.
13And one of the elders answered, saying unto me, What are these which are arrayed in white robes? and whence came they?
14And I said unto him, Sir, thou knowest. And he said to me, These are they which came out of great tribulation, and have washed their robes, and made them white in the blood of the Lamb.
15Therefore are they before the throne of God, and serve him day and night in his temple: and he that sitteth on the throne shall dwell among them.
16They shall hunger no more, neither thirst any more; neither shall the sun light on them, nor any heat.
17For the Lamb which is in the midst of the throne shall feed them, and shall lead them unto living fountains of waters: and God shall wipe away all tears from their eyes.
