The CIB is an Army award.

Navy and Marine's receive the Navy Combat Action Ribbon.

Last I knew, the CIB is awarded for combat duty while assigned to an Infantry Unit. I think it has to be a unit of Battalion size or smaller, and I think there is a minimum time served in that capacity.

It apparently just depends on how the Seal in question was assigned. If he was there as part of his Naval unit, and just "chopped" to the Infantry as either a support role, or supported BY the Infantry, probably not. If orders were cut that made him a part of the Infantry unit, then yes.

No. The CIB is an Army award. It's given to people in the 11 series MOS (Infantryman) and I believe the 17 series (armored cavalry). You must come under hostile fire to be given the award.
