Don't call the world bank. They don't participate in micro loans at all. They're probably very much against them actually.
The Nobel Prize winner last year, Muhammad Yunus has set up an organization that does this called The Grameen Bank. As far as I know they're the only ones doing it right now. That would be the best place to go.
