Yesterday, I received a call around mid-afternoon from a surveyor who wanted to ask about my political views, about 15 minutes later though after I hung up, it hit me that I had registered my cell number last July on the "National Do-Not Call Registry", and I was wondering if that would be just as much a violation as a telemarketer calling?

I'm not planning to take any action now, since I should of complained about them calling my cell phone right then and there, but for the next time could I file a complaint?

I've received opposite answers so far on the subject from my friends, some have said yes, while others have said that the surveyors are exempt from the Do Not Call List.

If I register my number on the National Do Not Call Registry, will it stop all telemarketing calls?

No. Placing your number on the National Do Not Call Registry will stop most telemarketing calls, but not all. Because of limitations in the jurisdiction of the FTC and FCC, calls from or on behalf of political organizations, charities, and telephone surveyors would still be permitted, as would calls from companies with which you have an existing business relationship, or those to whom you’ve provided express agreement in writing to receive their calls.

Technically, it's not a violation, as the do-not-call list has some loopholes. Not for profit organizations are exempt from the list, and thus may call you. The surveyor in question was probably part of some exploratory committee, and protected under such a loophole.

I don't think so - he wasn't selling you anything, just taking a poll, so I think he's not covered by the Do-Not-Call Registry.
