Crate your cat during your meals in lieu of putting her outside.

Also, get an empty can and fill it with pennies. When she misbehaves, shake the can so that it makes a loud noise.

This may change her bad behavior.

(child restraints on cabinets will do wonders)

Have you tried putting the food in some of those hard to open Tupperware type canisters. Some of them are pretty hard for me to get open, I think the cat will have some problems with them.
Or you could try keeping the food in the fridge, bet she can't get in there. I don't think keeping the food cold will hurt it.
I know this can be a problem, we have had it too. Luckily our cats can't open the cabinets we have, so we are safe.

To protect the food your setting on the table: I don't know what you feed her, but remember that cats like interesting food to eat just like humans do and kibble is pretty boring compared to whatever you're cooking. You can give her a small amount of meat or canned cat food in the room you put her in when you set your table to eat. This will teach her to run to that room to get her treat so it will be easy to get her in there once she learns the drill.

Run a sheet of aluminum foil over your countertop when you're not in there.

Alternatively, get some sticky feet- it's double stick tape that you put on surfaces you don't want your cat on. They don't like it on their feet.

Another option is to get a sheet of the plastic that is intended to protect carpets- it has little sharp nubs on one side- lay the sheet so the nubs face up. Put it on your counters and she won't want to get up there.

Always put all food away.

Consider getting baby latches for your cabinets.

Put her in another room when you set the table for dinner. Ignore her cries until she gets used to the idea that she is in the other room during meals.

Get child safety locks on the cabinets to keep her out of those. Then while you are eating put her in another room during meal time and let her out after. My cat is also a food thief but in the cabinets they don't get into food they just play in there.

things cats hate...The smell of peppermint, stepping on double-sided sticky tape and aluminum foil and of course being sprayed with water. I have the same problem with my cats. Ones a sneak and will only sleep on my glass top stove another LOVES bread and I cant leave a loaf of bread out or she tears it open. I have been using the sticky tape with some progress towards staying off the counter....

oooh you have a hard headed little kitty! I would put lock on the cabinets and then spray her in the face with water. I was told by my aunt that if water doesn't work to use a small amount of vinegar mixed with water because they hate the smell of it. I hope it works out for you.

Your cat opens up the cabinets? Try putting child guards on the doors, where you need to push on the plastic to open them up. Cats aren't strong enought to do that.

You could also buy cat deterent spray at a pet store and spray that on the cabinets.

Also, maybe she needs another cat playmate.

Usually I spray my cats with water and make a loud "SHHHHHHHCH!!" sound when they do that, and if that doesnt work I'll smack them or throw them outside. I know it sound pretty cruel, but it works really well. The loud sound I make is now their warning sound, if you see them doing something theyre not suppose to, the cat will slowly back away from it to avoid trouble. I find spraying them really doesnt work too well, but you should also try to not leave food on the counters.

this may sound mean but it works, you could put food on the table and then set a raccoon trap over it and, you can get those from the petstore, and tie bells on the door so when she trys to get the food she will get traped in the cage and she will then blame the foodshe was after. trust me i had a dirty thief in my house too but this really works.

vinegar and water, spray her and the area with it when you catch her,

cats are naturally nosey,, curiosity killed the cat they claim, I have to keep my extra cat food way above in a cupboard or my male will get into it and just bite the bag even though he has a full dish,
