What one considers "good" wine is completely a matter of taste. If your idea of cheap good wine is Arbor Mist, you're not really drinking wine, but more of a low-alcohol high-sugar drink. (it's like calling Kool-Aid 'juice') You should never have to spend more than $10 for any GOOD bottle of wine, for any type (merlot, cab, chardonnay, pinots, whatever).
For something on the sweeter side:
Fetzer Gewurztraminer--$10
Several Rieslings (Columbia Winery, Schmitt-Soehn Piesporter, etc. ---but I think Columbia Crest sucks)
Ernest & Julio Gallo Cafe Zinfandel--$4 (most likeable for a non-wine drinker)
Almost any merlot (red)--I like Robert Mondavi Private Selection--$9 or Bogle
Since you asked what's 'best' I don't think you are looking for something dry, so I'd stick to those.

Wine can vary a lot, and is usually something you want to try to pair with a meal. A lot of stores that carry wine are starting to recognize the importance of emphasing that purchasing a wine is very dependant on the customer, and have one or two people who can help you out. Especially if you are looking for specific qualities. Some even have tastings, which is good to take advantage of, and can help you learn what suits your particular palate.
Some wines I particularly enjoy: Monkey Bay (Sauvignon Blanc), Yellowtail (Shiraz & Pinot noir), Sebeka (Shiraz & Pinotage), and Columbia Crest (Cabernet Sauvignon). All four tend to have a very good test, smell good, are easy to pair with meals and run between $8 to $12. They aren't too sweet, nor are they too dry, and tend to have a very smooth finish. And they are pretty easy to find.
Another good source to check out is wine.com. They can at least give you some price ranges and reviews on various wines. That might help you with any particular tastes you may have.

White - Fetzer Sauvignon Blanc is $6 or $7 a bottle and really is a nice, smooth, mellow white wine great for drinking or cooking.
Pink - Beringer White Merlot $7 or $8 richer and pinker than white Zin.
Red - Beringer Pinot Noir $9 or $10 not too tannic, fruity, very pleasant.

My favorite is always sparkling wine. I get Mumms which is about $19 a bottle. But for still wines I like the Mondavi fume blanc which is only about $12. Otherwise I'm not picky about sauvignon blancs in the $9 range.

"Good wine" is simply one that you enjoy...it's all relative to each individuals own palate! If you would like something less expensive (I'm guessing under $15 or so) here are a few that I think can be found in most grocery stores...
White/Sweet:
Fetzer Gerwurtztraminer ($5 @ Costco)
Sutter Home Muscat (muscat is usually sweet)
Ironstone Symphony (unique grape)
White/Dry:
St. Supery Savignon Blanc (classic Napa SB)
La Crema Chardonnay (look for Russian River)
Red/Dry:
Seghesio Zinfandel (great with BBQ food)
Try out Petite Syrah (yummy blueberry flavor!)
Red/Sweet:
Late Harvest Zinfandels (port style)
Sparkling:
Domain Chandon (my pick Blanc de Noir!)

Look to Argentina, Spain, France & Chile for good price to quality wines. Some can be purchased for around $10.00. For example: Yvon Mau Merlot from France, Penescal Sauvignon Blanc from Spain, I've even had a good Sauvignon Blanc from California called Giselle around $9 a bottle. Talk with your local reputable wine merchant to help you look for values.

You can get a really good Argentinian Malbec for around $15. It will be versatile enough to pair with most foods, has wide appeal in terms of taste, and gives a bit more sophistication than box wine.
Try the Catena Alamos label, or perhaps Dona Paula Los Cardos.

There are lots of good wines for under $10 and lots of great wines for under $25, but for the summer my favourite is Vinho Verde's from Portugal. They are light and refreshing and low in alcohol which is nice for if you want a couple of glasses during a hot afternoon.

Cheap and good is not hard to fine, visit the local grocery store, or local wine shops(the reasonably priced ones). They can help. Sutter Home has a good line also.
