According to Wikipedia:
"Carradine actually had no knowledge of martial arts prior to starring in the series Kung Fu, but developed an interest in it after this experience and has since become an avid practitioner."
I had heard that he was always interested in the Martial Arts and Eastern Philosophy but prior to the series did not actually know any Kung-Fu. After the series, he did become a serious student of the martial arts, however. I remember he had several Kung-Fu advisors on the show, Kam Yuen I think was one, don't rememeber the other.

At the time of filming David Carradine knew no Martial Arts. He was considered a good actor, and a good dancer, and could perform the choreography well.
He did develop a liking towards Tai Chi and Gigong (internal healing) type of stuff from his experience with the show. I believe he has attained a high rank in Tai Chi now.
"Kung Fu" or any other movie or TV based stuff is choreography, simple fluff.
Crouching Tiger Hidden Dragon: Chow Yun Fat, and Zhang Ziyi, neither are Martial Artists.
Zhang Ziyi (Crouching Tiger Hidden Dragon, House of Flying Daggers, Rush Hour 2) is a dancer, she has know Martial Arts training but is able to perform the choreography beautifully)
Chow Yun Fat is like David Carradine, a good actor who can perform choreography convincingly.
Patrick Swayze from "Roadhouse" also is a dancer, and only has studied Tai Chi.
There are a large number of examples such as this.
Just something to keep in mind when basing a believe in someone's Martial Arts ability from a TV show or movie.

As much as I like the shows, both the original and "the legend continues", I wonder how the show would have turned out had Bruce Lee been cast as the lead character.
But to answer your question, no, David Carradine wasn't a martial artist before the show. As for after, I do not know. One would have to say it would be hard to play a shaolin monk in a series for that length of time and not develop some love for it and want to be actually taught it.

Nope, If I remember right, even though he had no martial arts experience, he was chosen over Bruce Lee because he looked more caucasian, but could pass off as an asian(at least a half asian).

I don't think he had any serious training only what was required for the role. Just imagine what it would have been like if Bruce had got the part that he wrote for himself!
