Minora morte virum necare requiritur.

Literally, 'Less than death is required to kill a man'.

Comparative of adjective + ablative of noun = 'than' construction.

Necere virum fecit minora quam morte .

It's not exactly litteral, but it carries the same point across.

To kill a man is done with less than death.
